Cruise passengers sit in both high-conversion groups at once. Long-haul travellers are around 2.5 times more likely to use a travel eSIM and multi-country travellers around 1.5 times more likely. A fly-cruise itinerary calling at four countries puts a passenger in both categories, which is why regional plans priced against the whole itinerary convert better than anything a passenger could assemble port by port.

The commercial point is that a cruise itinerary is a multi-country product by nature. A passenger trying to solve this themselves would need to understand which countries they are calling at, buy separate plans or accept roaming charges in each, and install profiles between ports.
